The 2014-2020 Development and Cohesion Fund (FSC 14-20) is the main financial instrument with which policies for economic, social and territorial development and for the removal of economic and social imbalances are implemented. The purpose of the Development and Cohesion Fund is to give programmatic and financial unity to the set of additional interventions to national financing, aimed at rebalancing the economic and social equilibrium between the various areas of the country. The Fund is multi-annual in nature, in line with the articulation over time of the European Union’s Structural Funds programming, guaranteeing the unity and complementarity of the procedures for activating the relative resources with those foreseen for the Community monies.
The intervention of the Fund is intended for financing strategic projects – both infrastructural and intangible – of national, interregional and regional significance, be they major projects or investments divided into individual interventions that are functionally interconnected.
The programme has a budget of 4,080,400,000 euro. RFI participates in the Development and Cohesion Fund with the interventions eligible for funding through CIPE Resolution 54 of 2016 and I - II ADDENDUM - CIPE Resolution 98 of 2017 and CIPE Deliberation 12 of 2018 plus the relative 2017–2021 Programme Contract signed by RFI with the Ministry of Infrastructure and Transport.
In addition, RFI also benefits from resources from the Development Pacts totalling 350,905,307.56 euro for implementing interventions in the regions of Abruzzo, Campania, Molise, Puglia and Sardinia
