The service facilities grid managed by RFI can be consulted, in interactive cartographic and tabular form, within the e-PIR portal, which is updated in December and June by RFI in accordance with the provisions of the Network Information Prospectus and which makes available to all Applicants the information on the Operator’s infrastructure offer.

In December 2023, a list was also updated showing the service facilities that have not been used for more than two years, for which – if no formal expressions of interest are received from the Railway Companies (requested through ASTROIF or with a Notice of Formal Request) during the 2023-2024 Service Timetable, RFI may consider removing such from the scope of services offered as of the 2024-2025 Service Timetable, pursuant to and for the purposes of EU Regulation 2177/2017, Article 15(3).

As a guarantee of our commitment to provide Railway Undertakings with quality services, we have developed our "System of Guarantee of minimum quality levels of the services provided" in accordance with Measure 4.2 of Italian Transport Authority (ART) no. 130/2019 and in accordance with Measure 5.6 of Italian Transport Authority (ART) no. 187/2020.

Free-access services

The service consists in the access and provision to RUs of tracks for non-exclusive use and without any obligation for RFI to store the rolling stock, for a period of time equal to or greater than 1 hour (60 minutes) for the passenger segment and equal to or greater than 2 hours (120 minutes) for the freight segment.

 

Minimum asset allocation for the service

The stoppage area access service includes the following as a minimum:

  • presence of at least one track
  • common area lighting system
  • access to workers and vehicles

 

How to request the service

The RUs shall submit path and service requests through the RU - RIM communication platform called ASTROIF, which is available within the Integrated Circulation Platform (PIC) for requests relating to the timetable period after the one in force or during the current one, or through PICWEB for the requests made at short notice.

Service requests at short notice (allocation of new services and/or changes to scheduled services, including changes to the stock rotations) are only possible within the framework of an already signed and fully effective contract, and must be submitted by the RU's accredited contacts to the RIM's accredited contacts in Italy and unambiguously identified in the infrastructure use contract, via the PICWEB system.

The service consists in access to areas (buildings, canopied areas, uncovered areas) and provision of these areas to the RUs, for non-exclusive use and without any obligation to store the equipment owned by the RUs

The Maintenance Centre access service includes the following minimum equipment:

  • presence of at least 1 track with inspection pit
  • provision of electric system
  • provision of water system
  • common area lighting system
  • access to workers and vehicles

 

Inside the maintenance centres, rolling stock may only be washed if there are special waste water collection and purification systems.

The service comprises provision to RUs, for non-exclusive use, access to areas, identified as among the outlying areas intended for stoppage, recovery and deposit of rolling stock and freight, used for the supply of self-produced fuel by the RUs through the use of their own or their suppliers' tankers.

The fuel procurement area access service includes the following as a minimum:

  • presence of at least 1 track from those used for stoppage
  • common area lighting system
  • access to vehicles and persons

Complimentary services

The service comprises supply of electricity for the traction of rolling material, both on 25 Kv current networks and on 3 KV current networks.

The Railway Undertaking has the option of adhering to energy reporting through Real Metering by first fitting Trainborne Meters compliant with EN50463:2017, and connected to RFI's DCS.

All undertakings that communicate, at any time during the timetable, that they wish to adhere to the reporting of energy consumption using the Real Meter for all or part of their fleet of rolling stock, after having fitted their rolling stock with the necessary and compliant equipment, may request a pre-operation period during which they can test the correct transmission and reception of the data necessary for the reporting. Greater details are available in the NS (section 5).

 

TIME SCALES AND TARIFFS 

The service is associated with train path applications on the electrified railway infrastructure and the tariffs can be found in the NS (section 5).

The service consists of: the preparation of the redirection programming of trains transporting heavy loads and the granting of the authorisation for this transportation; the monitoring of transportation movement and, if so required, the technical escort of the train with RFI staff; if necessary, infrastructure adjustments to allow the special train to run

 

Process and time scale for requesting the service

If the RU intends to transport a heavy load, weight or dimensions exceeding the performance characteristics of the network described in the ePIR portal, it should apply to RFI for an authorisation to operate special trains



TARIFFS

The service consists of powering the on-board systems using operating pantographs, for a period of time equal to or greater than 1 and a half hours (1h and 30 minutes), with the "parking" mode active.

If a Railway Undertaking adheres to the reporting of traction consumption using the Real Meter, RFI considers the acceptance extended also to any Parking services carried out by the Railway Undertaking.

Ancillary services

The service consists of access to the radio network used for voice communication and data transmission in support of railway movement, maintenance, operations, activities in freight yards and terminals and in stations, command and control of train running, control and diagnostic supervision of railway equipment.

 

Process and time scale for requesting the service

The request for the service shall be made at the same time as the request for train paths for the signing of the first Infrastructure Access Contract and shall be prior to operation on the National Railway Infrastructure (NFI). Access to the GSM-R network shall be deemed to be tacitly granted for subsequent Infrastructure Access Contracts.

Audio announcements and posters, visual announcements and alerts to travellers

In addition to the information included in the minimum access package (see the Technical Annex 6 to MD 43T/2000, as amended and supplemented), RFI shall, at the RU’s request, provide:

a) Further information, as set out in the Loudspeaker Announcement Manual (MAS – Manuale degli Annunci Sonori) and Visual Announcements Manual (MAV – Manuale degli Annunci Visivi);

b) Information on services offered by the RUs;

c) Notices to passengers.

Information services

At the RU’s request and with reference to the train traffic trend within the area of responsibility, RFI can provide further access to the different modules of the PIC WEB information system and to the Database of the Hazards with respect to the modules included in the Minimum Access Package.

Procedure and timescale for requesting the service

The service can be requested at any time via the RFI application portal available on the Manager’s website, under the section: www.rfi.it > Security and Technologies > I&C (Italian version).

Personalisation of public information

In addition to the information included in the Minimum Access Package, for which the Infrastructure Manager has defined a set of business categories that can be adopted by the RUs to cover the various rail services, the RU may request customisations involving changes to the IT systems in terms of: a) inclusion of new business categories; b) identification logos of the RU and/or commercial brands and/or names.

The service is provided through audio and visual public information systems inside RFI stations.

TThe service must be requested by certified electronic mail sent to rfi-dce-dco@pec.rfi.it, with details of customisation and timeframe for implementation, which cannot be less than 6 months from the date of request.

Notice boards

The service consists in making available notice boards, measuring 115 x 145.7 centimetres and presenting a visual area of 100 x 110 centimetres, to companies providing passenger transport services. The notice boards are installed by RFI personnel in station spaces identified jointly with the staff of the company in question. Each notice board is issued to a single Railway Undertaking, which may independently post its announcements on the same. RFI staff shall periodically monitor the content of the notice boards in order to ensure that they are used solely for institutional communication purposes, as established under Resolution 106/2018.

Minimum service asset allocation

The service provides the following minimal facilities:

Supply of notice boards measuring 115 x 145.7 centimetres and with a visual area of 100 x 110 centimetres;

Notice board installation;

Maintenance and the cleaning of the notice boards.

Procedure and timescale for requesting the service

For new requests, the service must be requested by certified e-mail at rfi-dce-dco@pec.rfi.it with registered notice of receipt.

For bulletin boards that have already been assigned the relevant facilities to contact the companies affected asking them to indicate whether or not they confirm the bulletin board contracted for the new timetable.

FREE-ACCESS SERVICES

The service consists in providing companies operating in rail passenger transport services with station space for:  

 

• Self-service ticket machines

• Mobile information desks (Desk);

• Ticket stamping machines;

• Non-automatic ticket offices;

• Reception and assistance services;

• Premises and technical areas to be used for the aforementioned spaces.

Minimum service asset allocation

 

The service providing access to the areas in question including the following minimum:

 

Self-service ticket machines:

• Area for positioning a self-service ticket machine (max. 3.8 m2);

• Public area lighting system;

• Provision of electric system;

• Provision of data transmission link.

Desk:

• Area for positioning a desk (max. 3.8 m2);

• Public area lighting system;

• Provision of electric system;

• Provision of data transmission link.

Ticket stamping machines:

• Area for positioning a ticket stamping machine (max. 0.36 m2);

• Public area lighting system;

• Provision of electric system;

• Provision of data transmission link.

Non-automatic ticket offices reception and assistance service rooms:

• Area to be used as a ticket office or reception and assistance service room;

• Public area lighting system;

• Provision of electric system;

• Provision of data transmission link.

Premises and technical areas to be used for the aforementioned spaces:

• Space to be used as a technical unit or area

• Lighting equipment

• Electric system

• Fire-fighting system (solely for rooms for use as archives)

• Heating/air-conditioning system (with the exception of rooms for use as archives, warehouses, storage rooms)

• Provision of data transmission system (limited to office premises).

Procedure and timescale for requesting the service

The methods and timescale for requesting the Passenger Station service are described in section 7.3.2.6 of the NS.

The service provides access and provision, for non-exclusive use, to the RUs of secondary railway tracks equipped with sidings, washing water disposal and cleaning system, used to wash the rolling stock. 

The provision of the service involves the use of stop-over paths. Therefore, the RU that uses the train washing siding service also benefits from the stoppage service. 

Minimum asset allocation for the service

The washing area access service includes the following minimum equipment:

  • presence of at least 1 bay track
  • provision of water system and water supply
  • provision of electric system
  • common area lighting system
  • waste water disposal and cleaning system
  • access to workers and vehicles
  • Area for the placement, by the RUs, of waste collector containers

Some sidings, in addition to those provided as a minimum, are equipped with optional features such as washing tunnels, sprinkling systems and fixed rollers.

The service consists in making available to companies operating in the rail passenger transport services:

  • specific areas used for the installation by the company of tanks for the storage of waste water that will have to be collected by trains using trolleys equipped with a special cistern for emptying train tanks;
  • specific tracks where there is an unloading system directly connected to the sewerage network, where the Railway Undertakings can carry out the unloading operations without using specific equipment.

The provision of the service involves the use of stop-over tracks. Therefore, the RU that uses the waste water unloading service in both modes also benefits from the stoppage service.

The service consists of welcoming, accompanying and letting passengers onto the train at the departure station, getting them off the train, accompanying them to the exit or to another train at the arrival station, also by providing wheelchairs for transfers. The boarding and getting off the train for wheelchair users and, on request, for people with objective mobility difficulties, will take place with the help of a forklift. For the accessibility features of the station/stops provided by RFI for PRMs, refer to the relevant pages.

The PRM must book the assistance service with the RU or directly at RFI's ‘Sala Blu’ with the minimum period of notice established by the operational procedures, in accordance with the Reg. EC 1371/2007, which can be consulted in the “Station Accessibility” section of this website.

The service consists in providing an access point to the trains for exclusive use, in addition to the points used for ordinary security checks, with dedicated staff and the utilities needed to provide the service. The service is provided only in stations equipped with track access control services, safeguarding the full functionality of the access routes intended for the general public.

  • space used for loading/unloading goods

Complimentary services

The service consists in the monitoring by RFI of the movement of trains carrying dangerous goods, classified as such in the PIC WEB computer system. The service also consists in the coordination and implementation of emergency plans that may become necessary, also at the RUs' request.

 

Process and time scale for requesting the service  

When requesting freight paths, to be made using the ASTRO-IF information system currently being planned and the PIC WEB system for Short-Term Requests, the Railway Undertaking shall specify which of them concern the transport of dangerous goods.

The network of facilities, in geo-referenced and tabular version, is available on e-PIR: the Infrastructure Manager's interactive portal that provides all the information on the infrastructure offer for RUs, which can be consulted online using access credentials.

The fees for services included in the Minimum Access Package are determined in accordance with the criteria set out in the Transport Regulation Authority Resolution no. 96/2015, which establishes the principle of cost correlation, being the fees correlated to the respective relevant and efficient costs, as well as the subsequent Resolution no. 43/2022.
