Our Integrated Policy, issued by RFI’s Chief Executive Officer on 20 December 2024, combines the Environmental Policy, the Occupational Health and Safety Policy and the Train and Railway Operations Safety Policy. It forms the solid foundation on which our approach to sustainability is built.

 

The National Railway Infrastructure managed by Rete Ferroviaria Italiana is a fundamental asset for the country’s transport system, and thus a meaningful point of reference for Italy’s social, economic and environmental development.

In particular, RFI ensures the safety of railway travel, guaranteeing that the technologies used are constantly developed, and that the network evolves in line with the country’s passenger and freight transport requirements, whilst being maintained in full working order.

The Company supports the dissemination and establishment of a culture of safety, where the human factor is construed as the main component affecting operations, which – in compliance with EU, national, regional and voluntarily-adopted requirements – becomes the point of reference for anyone working within the organisation every single day, and for external operators dealing with it. To this end, it has established its own Safety Culture Code.

Therefore, in implementing its mission, RFI adopts a safe train circulation and railway operations, safety and health at the workplace, and environmental protection as fundamental strategic objectives, by ensuring the balance between technology, organisation and human resource activities, in compliance with the legislation in force.

With regards to safety issues, RFI has adopted the approach of increasing the emphasis on prevention, right from the conception and definition phases of infrastructure projects, services offered and industrial processes, thus assuming safety as a performance prerequisite.

RFI ensures the conception, design and construction of new lines and installations, the management of infrastructure and railway terminals, the handling of train circulation and any ferrying, along with the development of new railway technologies, in order to achieve the objectives, including those in the long term, set out below:

  • Aiming for zero railway incidents, occupational accidents and negative impacts on the environment, by means of a suitable methodological approach to risk analysis and management;
  • Ensuring the highest level of safety for any activity that may involve risks for employees - including those related to occupational diseases - as well as for customers and the community;
  • Ensuring that environmental protection, as a concrete expression of corporate responsibility, is a strategic element in the development of activities, which are managed in accordance with the principle of maximising the environmental benefits, also deriving from rail transport.

Making the railway service more efficient, pursued as part of the aforementioned objectives, supports the modal transfer process, towards a safer and more sustainable transport system. This strategic approach, relating to the entire system’s life cycle, is achieved by adopting actions to ensure:

  • The design and implementation of organisational models and processes, for managing and developing human resources in line with the culture of safety approach;
  • The definition of operational processes aimed at minimising risks to the safety of train circulation and railway operations, occupational health and safety and environmental protection;
  • The promotion, right from the planning stage, of communication and cooperation actions with all parties potentially involved or interested in the process of providing services to RFI (stakeholders).

The Integrated Safety Policy is implemented within the framework of the Integrated Safety Management System (ISMS), as the tool serving the decision-making process on all safety-related aspects.
This Integrated Safety Policy, set out below with reference to the specificities relating to the policies of the three areas characterising the ISMS, provides fundamental guidelines also aimed at adhering to the Group’s Business Plan.

Environmental Policy

Being aware of the central role of the mobility sector, for a sustainable territorial development, RFI contributes to the transition toward an increasingly efficient, integrated and resilient infrastructure model, within its Integrated Safety Management System (ISMS), consistently with the provisions of the Ferrovie dello Stato Italiane Group S.p.A.’s Environmental Policy, and with the commitments set out in the 2030 Agenda.

In particular, with a view of continuously improving its environmental performance, it undertakes to:

  • manage its activities in compliance with current legislation and voluntary standards, pursuing environmental opportunities while mitigating risks;
  • promoting an efficient use of energy resources, and the reduction of greenhouse gas emissions, by implementing innovative solutions and renewable sources;
  • promoting a resilient mobility system, through its processes, activities and services, with the aim of adapting to climate changes;
  • protecting biodiversity and ecosystems;
  • encouraging an efficient use of natural resources, by reducing consumption and fostering reuse in all its activities and processes, according to a Life Cycle Assessment (LCA) perspective, whilst guiding the transition toward circular economy;
  • monitoring its impact on the entire value chain, encouraging suppliers and business partners to improve their performance, and promoting sustainable procurement principles;
  • maximising the dissemination of environmental awareness, internally and externally, by strengthening the Environmental Management System as the primary tool for decision-making processes on issues impacting on the environment.

Consistently with the principles set out above, RFI defines the goals to constantly improve its environmental performances, for all its significant environmental aspects. The commitments and principles listed above are communicated to its personnel and suppliers, and made available to all relevant stakeholders. 


Occupational Health and Safety Policy

RFI’s approach is focused on the continuous attention to the prevention of occupational diseases and accidents. With this in mind, RFI is committed to promoting a widespread awareness of the latest competencies in the field, so that safety is a common asset for all those working in the production units.

In the context of the Occupational Health and Safety Management System, in order to achieve the long-term objectives set out in the Integrated Policy, RFI strives to improve the values of the following indicators, on an annual basis:

a. Frequency;

b. Severity;

c. Incidence;

as well as monitoring the impact of the human factor identified upon any accidents or near misses occurring and/or following the control activities.
In addition, as part of the processes that may affect any occupational safety aspects, RFI’s actions are aimed at:

  • Constantly monitoring that the processes provide for safe working methods and, where necessary, promptly intervening to provide the necessary operational, management and/or technological adjustments involving workers and their representatives;
  • Ensuring constant focus on health surveillance processes, monitoring all aspects that guarantee the physical and psychological well-being of all employees in the workplace;
  • Ensuring the consultation of workers’ representatives: 

To assess the risks and identify, schedule, implement and verify all prevention-related matters in RFI’s Production Units;

To appoint the supervisors and operators in charge of the prevention service, fire prevention, first-aid, workplace evacuation activities and the company physician;

Concerning the way training on health and safety issues at the workplace is organized;

  • promoting measures to raise awareness about the risks generated by habits, attitudes and practices, even those not directly related to the performance of work activities, starting by analysing the near-miss accident rates at all company levels, and including the contractors’ staff, and ensuring the participation of workers and representatives;
  • maximising the dissemination of an awareness-based management approach within the organization, through the Occupational Health and Safety Management System as a primary tool for both operational and decision-making processes.

 

Railway Traffic and Railway Operations Safety Policy

The safety of train circulation and railway operations is the main driver behind the efficiency and reliability of railway services. Should there be any conflict between different corporate objectives, safety is never to be compromised. The strategy, objectives and indicators, resource allocation and all aspects of daily operations are consistent with these values, whilst good safety management is always based on risk control.

The approach pursued by RFI is thus constantly focused on preventing accidents and continuously reducing incidents and precursors.

In the context of the Train Circulation and Railway Operation Management and Safety System,

and to achieve the long-term objectives set out in the Integrated Policy, RFI strives to constantly improve the values of the indicators specified below (Ministerial Decree of 26 June 2015):

a. accidents;

b. incidents;

c. track precursors;

d. parameters of reliability, maintainability and safety of all the constituent parts of the managed railway subsystems that affect the indicators of the above three points.

This is in addition to monitoring the impact of the human factor in accidents and operational incidents.
Furthermore, in its processes, RFI works towards:

  • increasing awareness of all roles with an impact on the safety of train circulation and railway operations, at all levels of the organisation, also by ensuring a staff training system that can provide the skills required for these roles and adequately maintain them over time;
  • optimising information exchange processes that affect the safety of train circulation and railway operations;
  • ensuring constant focus on health surveillance processes, by monitoring all aspects that guarantee the physical and psychological well-being of all employees in the workplace;
  • supporting the approach to a culture of safety with regard to contractor, partner and supplier companies, ensuring the effective management of all risks introduced by RFI’s suppliers and, in general, by third parties external to the railway system managed, whose activities may interfere with the safety of operations;
  • ensuring the continuous review of undesirable events, in order to learn from them and adopt appropriate preventive measures where necessary;
  • promoting active awareness raising processes, at all company levels, regarding the risks generated by habits, attitudes and practices, also not directly related to the performance of work activities;
  • promoting safety, communication and the principles of a fair and non-punitive culture amongst the executives, employees and other parties, including contractors and suppliers of goods and services;
  • proving the management’s commitment to providing and maintaining sufficient resources to enable the Safety Management System to function effectively;
  • assessing a proper balance between other business risks and safety-related risks, to prevent any situation in which management prioritises business needs to the detriment of safety performance;
  • ensuring constant compliance with technical and operational standards as defined in the applicable rules and regulations, during the entire life cycle of components, equipment and activities;
  • maximising the dissemination of an awareness-based management approach within the organization, through the Occupational Health and Safety Management System as a primary tool for both operational and decision-making processes;
  • adopting an approach based on human and organisational factors in all safety-related processes, to achieve a high level of safety in the organisation, by analysing the needs relating to human and organisational elements for the Organisation’s procedures;
  • communicating the objectives set out in this Policy, with the aim of encouraging all staff to contribute to their fulfilment;
  • defining processes that establish how human and organisational factors are addressed and communicated within the organisation, in relation to operational objectives and organisational procedures;
  • defining processes that set out how human and organisational factors are addressed and communicated in relation to the engagement and management of suppliers;
  • defining the roles of all personnel in charge of promoting this Policy, both through their own actions and through the achievement of the safety objectives established herein.
