Notice is hereby given that, as of 30 April 2026, the 2026 Edition of the “Listening Forum for the collection of requests for improvement, efficiency and development” of the National Railway Infrastructure will be open.

Addressees

In view of Annex A to ART Resolution No. 188/2023, the Stakeholders entitled to submit proposals within the Listening Forum are:

• Regions and Autonomous Provinces, and parties holding Framework Agreements for the use of railway infrastructure capacity pursuant to Legislative Decree No. 112/2015;
• Railway Undertakings holding a valid licence;
• Main trade associations representing the economic operators involved – also in their capacity as managers or users of junctions connected to the National Railway Infrastructure – in industrial, commercial and logistical activities related to the railway transport mode.

Partecipation Procedure

Proposals must be sent by certified email (PEC) to the following address: rfi-dsp-psr@pec.rfi.it

The Ministry of Infrastructure and Transport (MIT) and the Transport Regulatory Authority (ART) must be included in copy, using the following addresses:
dg.tf@pec.mit.gov.it and pec@pec.autorita-trasporti.it

Proposals must be submitted by completing the specific proposal form made available in the download area of this page.

Where the documentation contains information deemed to be non-disclosable, Stakeholders must also submit a version suitable for disclosure. In compliance with Requirement 3.4.3.1 of Annex A to ART Resolution No. 151/2019, the disclosable version of the documentation provided by Stakeholders will be published on the RFI website, together with the final report of the preliminary assessment procedure of the requests.

At the same time as submitting the proposal forms, Stakeholders are required to send the Self Declaration, available in the download area of this page, duly completed.

Timeframe

Proposal forms and any related annexes may be submitted from 30 April 2026 until 30 May 2026.

With regard to the Privacy Policy concerning the data collected, please refer to the dedicated section of the RFI website.

As a side note, notice is hereby given that, in accordance with Section 2.6 of the current edition of the Network Statement, documentation relating to the available “equipped areas” will be made available on the RFI website, including those for which the public evidence procedure was concluded without assignment, as well as service facilities with a provision for decommissioning/reconversion.
RFI will also take into account any requests submitted by participants in the Listening Forum with regard to the above-mentioned documentation.
